Hire HR Managers
HR is a title that covers four largely separate careers: business partnering, talent acquisition, HR operations and payroll, and learning and development. A generalist in a 60-person company does all four; in a 2,000-person company they are four teams. Hiring an HRBP when you needed an operations and compliance person, or the reverse, is the most frequent mis-hire we see in this function.
How We Fill It
We screen on what the person owned, not the headcount of the company they sat in. Which population did they support, what was their actual decision authority, did they handle an exit or a POSH complaint themselves or escalate it, did they run payroll input or own the output, and what compliance filings have they personally been responsible for.
Compliance deserves particular attention in India, because the exposure is real: PF, ESIC, professional tax, gratuity, maternity benefit, POSH committee constitution, contract-labour obligations and state shops-and-establishments rules. A candidate who has only worked where a vendor handled all of it is not the person to hire if that is the gap you are filling.

HRBPs are hired for influence and judgement; HR operations people are hired for accuracy and compliance. Both call themselves HR managers. Deciding which gap you are filling before the search starts is most of the work.
Indian labour compliance has moved, and candidates who have worked in companies where a vendor handled everything often have decade-old knowledge. We ask specific, current questions rather than accepting 'yes, I handle compliance'.
An HR manager's credibility is set by how they handle the first difficult exit or complaint. Candidates who have always escalated those upward will escalate yours too, and there may be nobody above them to escalate to.

Under roughly 150 employees, a strong generalist who can cover partnering, operations and compliance is usually the right call, with recruiting resourced externally. Above that, the tracks start to need separate owners, and a generalist stretched across all four becomes the bottleneck for every one of them. We will say which structure fits after the briefing.
